(a) This chapter establishes the definitions, procedures, and penalties related to ethical infractions within the Foundation.
(b) The Ethics Commission are authorized and obligated to investigate and charge individuals found responsible for ethical misconduct.
(c) It is prohibited to exploit loopholes, ambiguities, or technicalities to avoid accountability for conduct that would reasonably be understood as unethical.
(d) Ethical infractions must be reported within seven (7) days of the incident in order to be eligible for investigation and disciplinary action.
(e) Ethical actions may only be pre-approved by Branch Overseers or the Administrator. Pardons for ethical infractions after they occur require a majority vote by either the Overseers or the Administrator.
(f) Individuals may be subject to criminal prosecution for ethical infractions regardless of their intent or mental state at the time, at the discretion of the Ethics Commission.
(a) Definition. The term “disorderly conduct” shall refer to any of the following actions committed within Foundation property or jurisdiction:
(1) Dress Code Violations. Refusing to comply with the Foundation’s established dress code after being instructed to correct the violation
(2) Vandalism. Willfully damaging, defacing, or destroying Foundation property without lawful justification.
(3) Disturbing the Peace. Engaging in disruptive, offensive, or harassing verbal conduct that interferes with operations, personnel, or the work environment.
(b) Penalties. Individuals found guilty of disorderly conduct shall be subject to the following disciplinary actions, based on the number of prior offenses:
(1) First Offense. A formal warning or suspension not exceeding two (2) days.
(2) Second Offense. Suspension ranging from one (1) to two (2) days.
(3) Third and Subsequent Offenses. Suspension ranging from one (1) to four (4) days.

(a) Definition. An individual is guilty of insubordination if they willfully fail or refuse to comply with a valid order issued by an authority of this code.
(b) Penalties. Insubordination shall be penalized as follows, based on the number of prior offenses:
(1) First Offense. A formal warning or suspension not exceeding two (2) days.
(2) Second Offense. Suspension ranging from one (1) to two (2) days.
(3) Third and Subsequent Offenses. Suspension ranging from one (1) to four (4) days.
(a) Definition. Any individual who enters a restricted area without proper authorization or enters an area requiring escort without being accompanied shall be considered guilty of trespassing.
(b) Penalties. Trespassing shall be penalized as follows, based on the number of prior offenses:
(1) First Offense. A formal warning or suspension not exceeding one (1) day.
(2) Second Offense. Suspension ranging from one (1) to two (2) days.
(3) Third and Subsequent Offenses. Suspension ranging from one (1) to three (3) days.
(a) Definition. An individual is guilty of rogue misconduct if they engage in, or demonstrate clear intent to engage in, actions that maliciously cause significant disruption to facility operations or personnel. This includes, but is not limited to, the commission of multiple offenses in a short period or participation in organized or large-scale criminal activity.
(b) Penalties. Rogue misconduct shall be penalized as follows:
(1) First Offense. Suspension of fourteen (14) days.
(2) Second Offense. Suspension of twenty-one (21) days.
(3) Third and Subsequent Offenses. Suspension of thirty (30) days.
(a) Definition. An individual is guilty of solicitation if they request, incite, or encourage another individual to commit a violation of this code, and that violation is subsequently carried out.
(b) Penalties. A person found guilty of solicitation shall be subject to the same penalties prescribed for the violation(s) they solicited.
(a) Definition. Obstruction of operations shall include, but is not limited to, the following actions:
(1) Impeding an Event or Duty. Knowingly disrupting, delaying, or preventing the execution of official duties, scheduled events, or emergency response procedures.
(2) Breaching Containment. Provoking, attempting to breach, or successfully breaching the containment of any SCP entity.
(3) Aiding Foundation Enemies. Assisting hostile actors or rioting Class-D personnel, including but not limited to providing weapons, SCP entities, or unauthorized facility access.
(b) Penalties. Individuals found guilty of obstruction of operations shall be subject to the following disciplinary actions:
(1) First Offense. A formal warning or suspension not exceeding two (2) days.
(2) Second Offense. Suspension ranging from one (1) to four (4) days.
(3) Third and Subsequent Offenses. Suspension ranging from two (2) to seven (7) days.
(a) Definition. An individual is guilty of obstruction of roadways if, as a pedestrian, they interfere with vehicular traffic by:
(1) Standing or walking on designated roadways without authorization or necessity;
(2) Placing objects or barriers on roadways; or
(3) Intentionally running into or in front of moving vehicles, thereby creating a hazard or disruption.
(b) Penalties. Obstruction of roadways shall be penalized as follows:
(1) First Offense. A formal warning or suspension not exceeding one (1) day.
(2) Second Offense. Suspension ranging from one (1) to two (2) days.
(3) Third and Subsequent Offenses. Suspension ranging from two (2) to four (4) days.
(a) Definition. An individual is guilty of theft if they knowingly obtain, possess, or use any item or vehicle that they are not authorized to access under applicable laws, departmental permissions, or security clearance levels.
(b) Penalties. Theft shall be penalized as follows:
(1) First Offense. A formal warning or suspension not exceeding two (2) days.
(2) Second Offense. Suspension ranging from one (1) to four (4) days.
(3) Third and Subsequent Offenses. Suspension ranging from two (2) to seven (7) days.
(a) Definition. An individual is guilty of misuse of firearms if they handle, discharge, display, or otherwise use any firearm in a manner that violates the regulations set forth in Directive 3, Chapter 4 of this code.
(b) Penalties. Misuse of firearms shall be penalized as follows:
(1) First Offense. A formal warning or suspension not exceeding two (2) days.
(2) Second Offense. Suspension ranging from one (1) to three (3) days.
(3) Third and Subsequent Offenses. Suspension ranging from one (1) to seven (7) days.
(a) Definition. An individual is guilty of misuse of anomalies if they utilize, activate, or interact with any SCP item or entity in a manner not authorized or permitted under the regulations set forth in Directive III, Chapter 2 of this code.
(b) Penalties. Misuse of anomalies shall be penalized as follows:
(1) First Offense. A formal warning or suspension not exceeding two (2) days.
(2) Second Offense. Suspension ranging from one (1) to three (3) days.
(3) Third and Subsequent Offenses. Suspension ranging from one (1) to seven (7) days.
(a) Definition. An individual is guilty of misuse of equipment if they improperly or irresponsibly use operational tools or devices without valid purpose. This includes, but is not limited to:
(1) Misuse of Radio. Repeated or persistent use of radio communications without justifiable reason or operational necessity.
(2) Misuse of Placeables. Placement of deployable equipment in a disruptive, excessive, or obstructive manner without valid justification.
(3) Misuse of Throwables. Deployment of grenades, flashbangs, or other throwable devices without operational need or authorization.
(b) Penalties. Misuse of equipment shall be penalized as follows:
(1) First Offense. A formal warning or suspension not exceeding one (1) day.
(2) Second Offense. Suspension ranging from one (1) to two (2) days.
(3) Third and Subsequent Offenses. Suspension ranging from two (2) to five (5) days.
(a) Definition. An individual is guilty of battery if they intentionally inflict physical harm upon another person outside the scope of lawful self-defense, as defined in Directive III, Chapter 4 of this code.
(b) Penalties. Battery shall be penalized as follows:
(1) First Offense. Suspension ranging from one (1) to two (2) days.
(2) Second Offense. Suspension ranging from one (1) to four (4) days.
(3) Third and Subsequent Offenses. Suspension ranging from two (2) to seven (7) days.
(a) Definition. An individual is guilty of murder if they intentionally kill another person outside the bounds of lawful self-defense, as defined in Directive III, Chapter 4 of this code.
(b) Penalties. Murder shall be penalized as follows:
(1) First Offense. Suspension ranging from two (2) to three (3) days.
(2) Second Offense. Suspension ranging from two (2) to five (5) days.
(3) Third and Subsequent Offenses. Suspension ranging from three (3) to seven (7) days.
(a) Definition. An individual is guilty of evasion if they knowingly flee or attempt to avoid lawful detainment or a valid order to stop issued by combatives or enforcement personnel. Evasion may occur on foot, in a vehicle, or by intentionally disconnecting or leaving the game to avoid apprehension.
(b) Penalties. Evasion shall be penalized as follows:
(1) First Offense. Suspension of one (1) day.
(2) Second Offense. Suspension of three (3) days.
(3) Third and Subsequent Offenses. Suspension of five (5) days.
